Well, in the books and movies, it makes it clear that the ring itself corrupts the wearer. So, before the wearer is corrupted, I assume yes. After, no chance. Therefore, the Ring cannot be used for good, although it might appear initially. Sam had a vision of what he could do with the power of the Ring. His friends safe, flowers in Shelob's Lair. But in the end it would corrupt him. It would corrupt those people who want to use it for achieving their ends than it would others.
