This is essentially a thermocouple, which is a junction between two different metals. These are used to measure temperature in some piece of equipment where you can't introduce a thermometer, and can provide a remote indication of temperature. If a large number of thermocouples are assembled you can get enough current to operate small devices, this assembly is called a thermopile.

It is possible in principle to convert heat into electricity (or some other type of useful energy). But you always need a temperature *difference* and it is *not* possible to convert *all* heat into electricity. For more details, you may want to do some reading on *Carnot engines*.
