You must contact the Environmental Protection Administration (EPA) for the answer to your query. Nowhere near enough information is given in the question.
HOWEVER - it is my understanding that the contamination (whatever it may be) would have to prove to be a threat to the general population rather than just an inconvenience to you, in order to obtain federal funds (MY tax money) to help you clean it up.
