As the president of the association, your responsibilities are to conduct the business of the association and protect, maintain and preserve the investments of all owners in the real estate assets that you own individually and in common.

If you live in the community and act like a police officer, these actions could be hard on your image. Sure, you'd prevent or minimize pool pollution, but enforcing the governing documents isn't something you want to do, first-hand.

Your governing documents provide for notice of violation and the process by which the violator presents his/her case -- why it was okay for their child(ren) to swim in the pool in diapers. Violators are also subject to fines.

If your documents don't expressly provide for 'no diaper-wearing swimmers in the pool', you can describe the pollution obvious by this swimmer.

It's a better idea to ask the property manager to send a letter to the parents of the child(ren) using the pool in their diapers, and follow the violation process outlined in your governing documents than to enforce 'the rules' in person. Especially for a president.
