The carrying of personal identification is expected but not required in most of the United States. Identification may be required to enter certain sensitive or secure areas, and being found in such an area without identification may result in being detained until your identity and right to be in that place is confirmed.
In the US - if you are a citizen - you are not required to cary identification and will not be arrested if you don't have it, at least not for that specific reason. However, if you are an alien, or are here on some type of visa, although you possess many of the protections of the U.S. Constitution, you can be required to show proof as to your legal status in this country.
In some other countries, everyone is required to carry personal identification, usually in the form of a government issued identity card or a passport. Then failure to have that identification may be grounds for arrest.
