No... doesn't it seem a bit of a redundant question? The Rangers are an element of the Army... to serve in an Army unit, you have to be in the Army. Don't really see any other way to go about it. If you're just interested in the school, you can go through it without being in the Army... but you'd still have to be serving in some branch of the military.
You can go through Ranger School and be in a different branch - even some foreign military forces send personnel to the US Army Ranger School. But you can't be in a Ranger battalion without being in the Army. No matter how many times you ask, the answer to this isn't going to change.

Personnel who ended up serving in the Rangers may have been drafted into the military, but they wouldn't have been drafted into the Rangers - you don't get selected to serve in a Ranger unit; you volunteer.
