A personal experience:
I recently traveled within the U.S. with a very expired driver's license and had to go through two checkpoints. I had absolutely no problems and no one mentioned the license being expired. This was in March 2014.
You can travel between Ireland and the UK by Sea with some form of identification, student card, driver licence etc.
