Yep, you sure can. Once they run away, you might see them visit your Sims property every once in a while, so watch for them to walk by. Then have your Sim to run outside and greet them before they take off. Work a good relationship back up again with your runaway pet. Eventually, you will be able to adopt the pet as a stray.

Or, if you keep calling the pet adoption service each day (it takes a full day before they will circulate through the available pets) eventually your pet may show up in it. Then, you can choose to adopt it back into your home. This trick also actually works for adopting children that the social worker took from your Sim parents.
