I'm pretty sure that cash is all you really need. As for transfering the ownership....
You can buy a car even if you don't have a license. However, in most states you must be at least 18 years old in order to enter in to a contract.
Note that the learner's permit is generally not the problem, it's the insurance. You aren't able to get insured on your own with just a permit.
