Yes you can wherever AT&T has roaming partners. It's kind of expensive though, depending on what country you're in. You can sign up for the International Traveler Plan so you can get it at a discount.
You will want to call AT&T to verify that you are on an international plan to prevent unimaginable roaming charges- however, the iPhone is a Quad-Band cell phone, and can be used on cellular networks around the world.
