Answer:

There is no valid method that man has yet conceived to cause any change in the climate of any area.

There are some people that believe that if man put his mind into the concept, that we could generate enough CO2 to cause temp change.

The idea is probably unworkable for a number of reasons.

1. We currently produce less then 0.3% of all CO2.
2. Many science experts believe that anything above 100 ppm is saturatiion for CO2
3. CO2 has never driven temperature, only followed it.
