That depends on the type of hotel. At 4- and 5-star hotels and also more modest hotels at major airports the Reception Desk operates round the clock. At most smaller hotels that isn't the case. (Obviously, if one checks in at, say 9am, one needs to ask how the extra period is going to be charged).
In my experience - I've travelled quite a lot, including about 60 visits abroad - hotels are nearly always keen to be helpful, but it's always useful to phone beforehand, especially if one is delayed.
