Arizona
District of Columbia
Hawaii
New Hampshire
Pennsylvania
South Carolina
Vermont

Additionally, while an resident of another state may operate a vehicle in New York State on a learner's permit, they may not drive in New York City.

When driving in a state other than the one which issued your learner's permit, it is your responsibility to ensure you know the laws of that state before driving into it.
