Anyone who's a licensed driver, in Texas at least.

In Michigan, the new law is with anyone with a license

In Missouri, they have to have a valid license themselves (unless you're not 16 yet, and then it's restricted to your parent/guardian) - check with your particular state.

In Georgia, license driver 21 or over , next to you, capable of exercising control of the vehicle

In California, you must have a California-licensed driver over 25-years-old sitting next to you. Anyone else in the car is up to you and your instructor (parent).

Not here in the UK.

Generally, the answer is the same in the states. Each state issues their own learner's permits, and generally all states require that a licensed driver (sometimes over a certain age) be in the car and available at all times.

Not alone, that's for sure. The learner's permit has restrictions, so it doesn't matter what age you are ... even if you were 70 years old ... just being a certain age does not change the laws.
