Garlic has to be fine during pregnancy. Otherwise, pregnant women would never eat out. Every restaurant uses garlic all the time. Or maybe we'd have a lot of deformed babies, either way, it has to be fine.

There doesn't seem to be any substantial research that would allow for a clear yes or no answer to this question. The best advice, I think, would be to recommend moderation.

Garlic does pass through the placenta.

Infants born to mothers who consumed large amounts of garlic during pregnancy demonstrate a preference for garlic tastes as newborns.

Garlic also acts as an antihypertensive and blood thinner, both of which can be beneficial effects for many mothers during pregnancy (however, if unlike the majority of Americans you have abnormally low blood pressure or thin blood, this could actually be detrimental).

I would not, however, recommend taking it before childbirth - especially if you expect to have a c-section - since garlic will increase bleeding.
