It's good that, although you want a specific breed, you would prefer to adopt from a shelter. Call your local shelters and ask if they have any Russian Blue cats, and if they don't try online. There are often breed rescue organisations set up to rescue unwanted or disadvantaged individuals from particular breeds, these are very common with dogs but probably also with cats. www.petfinder.com is also very good, they have hundreds of unwanted pets both pure and mixed breed for adoption.
