First you must be at least 18 years of age or older. You must be a citizen of the USA and have no felonies. The process varies in every city as you must also comply with state, federal, and city law. Most cities have you apply for the permit at your local police station. The process consist of a simple backround check with a form and fees. Finger prints are taken and if you are eligible, you will receive your permit in the mail within a few weeks. Some departments require an interview with the chief of police or other high ranking officers to determine your eligibilty.

There is no such thing as a federal gun permit. ADDED: If you are referring to Federal Firarms Dealers License (more commonly known as an "FFL") you need to contact the Bureau of Alcohol, Tobacco, and Firearms (BATF).

No. A felony precludes you from legally owning a gun, and (I'm basically sure) that no state will issue a gun permit to a felon.
