Additionally: since the cards are issued to almost anyone who has legitimate reason to have access to secure port or terminal facilities (e.g.: truck drivers - longshoremen - warehouse workers - administrative employees - ships crews - etc - etc - etc), my BELIEF is that the ID card is simply to establish your true identity, and does NOT serve as (or take the place of) a background criminal history check. THAT responsibility would still fall on your employer and it would be up to them as to whether they wished to employ you or not.
It is not specifically addressed - however there is a necessity to, as part of the process, to submit fingerprint cards, sit for an IK photo and a background check. From that information, once must assume that fsome kind of background check is conducted.

I doubt it. You have to jump through some serious hoops for that card.
if it is an open warrant, then no.
no you can't
I believe so. There are no alcohol related offenses which are listed on TWIC's disqualification list. If involuntary manslaughter resulted, you maybe ineligible.
Status of my twic card?
will a twic card help a felon
Can I use my TWIC CARD to get a discount on a rental car?
where can i obtain twic card in Ro Grande Valley
Can I get a Twic card owing back child support
Yes you can, employment is not a prerequisite for a TWIC.
I doubt it. They do fingerprints and the felony will come up.
No, you apply for them separately. TWIC card would be good to have, though.
If you live in Texas you can go to the Workforce Solutions and they will give you a voucher for a TWIC card. I went today to get one and was racially discriminated and was denied a voucher. Hope this helps you!!...
No, you do not.
