No, that's misunderstanding how wi-fi works. Wi-fi is a signal broadcast from a wireless hotspot, which only have a limited range. To be able to use that hotspot, you have to be within that range, then you can connect to it and will then be online. But if you move outside that range, the connection will be lost. So to ask if you can go to a place with no nearby hotspots, and somehow establish a wi-fi connection is basically asking to do something physically impossible.
