No, but it will keep the plant healthier. Over time, mineral and salt buildup in soil can burn plants. Filtered water will not have significant amounts of these minerals, so use it to water. Don't use spring water, though.

it really depeneds on what kind of impurites your talking about. Salt,Chlorine, and bleach may affect plant growth. but things like sugar might not affect it too much

Yes, bottled water has been proven to be better then some water for plants. A lot of water has chemicals in it that the plants have to filter out and that can bleach them out.
