There is a hack for this at modthesims2.com along with a lot of other hacks that make the game so much more fun. I think it is under global mode, just check around the site. You will find a lot of great downloads too.
I have also had it happen once legitimately while playing the sims 2. This shows that although it is possible it is very rare!
