No, the person who owns and/or will drive the insured vehicle must have a valid driver's license. Not totally true, it really depends on the insurance company. Some might insure the driver with just a learner's permit. If we can assume that the person with a learners permit is under 18, then the answer is no. However if the person has a learners permit but is somehow over 18, that is a different story.
The New York law probably wouldn't specify whether or not they'd be able to drive a rental vehicle. However, rental agencies require that all persons driving that rental vehicle be listed, and no rental agency is going to either rent a car to someone under 21 (especially someone who doesn't have a full licence), nor will they allow for that person to be listed as a driver.
If you own the vehicle in question, you do NOT have to possess a drivers license or permit in order to registrer your ownership of it.
So long as it's a NY State permit.
Go to the New Jersey Motor Vehicle Commission website. It has all the rules on how to get a permit.
No, you can only drive in New York with a valid licence.
For 2 years
It is legal to cross state lines having only a learners permit IF you abide by the original rules that you follow in your state.
If you relocate to a different state you will have to get a new learners permit. However, if you relocate within the same state you do not need a new learners permit.
can you buy a new car with learners permit?
A Texas learners permit will last approximately one year. If the person is unable to obtain a drivers license, they will need to reapply for a new learners permit.
No.
yes
Most states do except for New York
no
Yes. In the US you can get a one month permit in NY or any other state. I would infer that the person goes to DPS online to make sure that the driver and vehicle can be permitted to drive in that state.
