You can keep your windows open with the air conditioner running, but by doing so, you are letting the hot air in, the cold air out, wasting electricity, and causing your electric bill to be higher. If you want your windows open, it would be best to turn off the air conditioner.
In a car, it is recommended to leave the windows open for a few minutes for the hot air to escape...then close the windows and enjoy.
