That depends for what purpose you wish to use it. Those who do teach it are mostly secretive cults which you probably don't wanna get involved in.

You can find a necro trainer in Rovant and in the graveyard before Quidinar.

im not sure but i would look for books that have any thimg to do with it.i would also suround yourself with other beleivers
