There are no laws in most places about specific ages. But in most cases a 9 year old is not considered old enough to be left alone. The majority of those that look at the ages consider an 11 or 12 year old mature enough to leave alone for an hour or two during the day.

There are no laws that govern the specifics of when a child can be left in his/her own care and for how long, but a parent that behaves unreasonably could face consequences.

The child's parent should consider the total circumstances (maturity of the child, time of day, neighborhood, communication options for parent and child, parent's distance from the child, etc, etc) to determine whether the child would be safe.

Legalities aside, it seems to be asking for trouble. An average 10 year old is not capable of supervising a 7 year old and should not be put in that position.
