It depends on the type of Heroin. If it the black sticky tar substance you might think it is tar. The powdery white substance can also be confused with powdered sugar which is probably the reason street vendors get away with it. The other type looks like a light cinnamon color so again most people think it is cinnamon. If people have a good eye they may know it is heroin.
