You could have a specialization in World War 2, but it typically would be a major in Modern History. And understanding the tactics and movement during war requires an in depth study of the entire history of warfare. Many of the old texts on warfare are still required reading in military schools. World War 2 would be more of an area to work on for a PhD.

Honestly, how are you going to understand the background to the war without a good knowledge of modern history?
