No! Latex is waterbased, and that doesn't mix with oil based materials. You can't even paint one over the other...
Check out your materials before you start - if you take the right materials and preparations, your work will last much, much longer.
Do you stain over new wood, or over something already stained? New wood is best treated with waterstain first (if you want extra coloring). And in restaining, try to find the same material as it was done with before. If you can't figure out what it is, use a shellac sealer.

However, solid latex stains are designed to penetrate the wood and to show the texture of the wood, while paints are more adhesive and designed to provide a protective thick film that does not necessarily show the texture of the wood any longer once it has dried.
If you do mix the two, it will probably last a little longer than solid stain, but will not be as durable as a regular floor paint.

If the latex or water based has weathered at least 1 year, there really shouldn't be a problem. I question the use of oil based gloss. This sounds like paint instead of stain. Paint just doesn't hold up on a deck no matter how it is applied. It is going to peal even if it were new wood with no previous stain or paint on it. Using oil based stain should be all right since it is going to penetrate the wood. Decks need to be stained at least every 2 years and depending on the location, every year is not unlikely.
