Be sure to discuss your plans with your grandmother first and be sure she is able to care for you. It costs money to take in anyone and then there will be a baby on the way.
Yes, you can go to Child Welfare and present your case to them. Just tell them why you can't stay at home and you can't handle the environment. Of course they will investigate your father and his girlfriend first and make a judgment call from there. Then it will be taken to court and if the judge doesn't feel you are in a good environment then he could give your grandmother custody of you if she is able.
Be fully aware that this all could back-fire on your grandmother and a family feud could ensue between your grandmother and your father. As far as his girlfriend it doesn't sound like she wants you around.
