That depends very much on where you are living. The main consideration is that potatoes are very frost-sensitive and so planting time needs to take this into account. In a southern hemisphere temperate zone such as southern Australia, you do start planting around September if no frosts are expected. I assume the same would be true for April in the northern hemisphere with similar precautions.
