Europe is region 2 for DVD and Bluray disc encoding. Most region 2 discs will play without a problem in a UK player.
Note that there is a facility to add a sub region to the code, so dividing Europe into smaller regions. It is rarely, if ever used, but technically, it is possible to further restrict the use of discs from the remainder of Europe in the UK.
First of all, what region is your PC already set in.
If its region 2 then it will play the DVD, but if it is some other region apart from 0 or "all" it will not work and will require you changing your region of the drive. You should keep in mind that the drive allows a very limited number changes before it is permanently locked.
I have heard of ways around the region, but do not know of them personally. If you wish you may pursue this option if you believe the benefits are worth the work.
btw VLC has no real influence into the mechanics of region coding and so this query should not be classified as a VLC Media Player question.
Region 2 DVDs are intended for use in Europe. As PAL is the British / European color standard, there should be no problem playing a PAL DVD on a region 2 player. Region 2 also includes France which uses a different color system. It is possible that a PAL disc won't play on a French player although the majority of French players should support PAL as well as the French color encoding sytem, SECAM.
The regional coding of DVDs is purely a commercial restriction imposed by content publishers. Only commercial discs have the coding so it is likely that a PAL DVD will also play in other regions. Although North America and the UK have different television standards, many DVD players and televisions will support both formats.

DVDs have 6 region codes for different regions in the world which are used as a commercial protection. You may only watch the dvds in your specifically region easily. A region free player means you can also watch the dvds originally released in other regions. Some players are region free but it it sometimes possible to modify a player to make it region free
This message implies that the DVD you're trying to play is the "wrong" region. Many DVD players do have options to make them region free; try searching for the make and model of your DVD player together with "region free", and you should be able to find instructions about making your player region free. Go to: www.videohelp.com/dvdhacks and type in your model number and if they have a hack, you can program your remote to change DVD Region. N America is region 1.
There are a few locations where someone can buy a Region Free portable DVD player. Amazon and eBay both have this type of player. They are also at some Best Buy stores.

The answer is NO sorry
The DVD drive in a MacBook can have its region changed 5 times before it locks region permanently. So, if the final selection is 'region free,' then in theory it should stay that way. A good Work around is to Download VLC media player. When the Region change window pops up just open VLC and Open Disc. After a few seconds it should play your DVD without you having to change the Region.
The PS3 is region free and the region restriction is not what stops the PS3 games from being used from different countries
