Yes. Most major banks in the world offer foreign currency sales in their branches. Though not all branches of a bank deal with it, the main branches in important cities do that. All you need is:

A passport
Proof that you are going to visit a foreign nation (Either on tourist or employment visa)
Money in local currency to pay the bank

The bank will collect the local currency money and give you the foreign currency equivalent of it. The bank may also charge you a fee for doing so
