A wattage recommendation is applied to fixture after extensive testing. It is the bulbs approximation to the fixture that is the main concern. There is a certain amount of airflow around the bulb that is taken into consideration. A larger bulb is considerably hotter and this extra heat is what could damage the fixture. You should always go by the manufacturers recommendation.

You can, as it will physically fit. However, it is ill advised as the 60 watt bulb puts out more heat and is therefore a fire hazard.

Probably, but you'd need to understand why the recommendation exists to be certain. If a building code requires a light of a particular brightness, it is NOT okay to use a bulb that's dimmer.

Depends on the fixture, look on the fixture for a label that will tell you the maximum wattage bulb allowed. If it is larger than the 60 W then yes.

A 40w bulb can safely be placed into a lamp rated for 60w bulbs. The only downside will be a reduced amount of light produced by the bulb and lamp.
