No, you cant put a blow off on a non turbo eclipse. i have a turbo eclipse gsx. My car you can but yours you cant. You have to have a turbo to have a blow off

A blow off or ( wastegate )relief valve is part of a turbocharger and releases pressure built up by the unit.If you want to shoot vapor in the air from your hood to look cool you want a Nitrous Oxide purge valve, in which case you need a nitrous system.
Turbocharged engines have a wastegate that opens to vent excess pressure to prevent the engine from receiving too much boost. A sudden overcharge of boost will lean the engine out and cause damage.
Hot rodders like to replace the stock ones with aftermarket units that deliver higher peak performance, and in the case of the uneducated hot rodder, instant aluminum scrap. Cars that whistle like a party favor may sound cool to you at a stoplight but I would not suggest buying one as a used transportation vehicle. If the maximum air flow is not controlled and compensated for by the injection computer then that engines' days are numbered.
The blow off valve is a secondary safety device after the wastegate and before the throttle plate to allow the turbo to continue to spin when the throttle plate is suddenly closed causing a back up of extremely high pressure air that normally would stop the turbo compressor cold. When the throttle plate is opened again there is a delay in getting the turbo back up to speed and producing boost. this valve vents that high pressure hammer and prevents it from slamming back into the turbo compressor.
