Go to your local hardware store and ask them this question. There are all sorts of products to get rid of that rust (most of it) before going to the expense of putting a liner up. Answer I agree: fix the cause of the rust and remove the rust before attempting to cover it up. If not, you will have problems down the road.

It's the same as any other wall. The sponge pattern may show through, but should be random enough that it will not matter. Depending on the color on the wall and the quality of the paint you put on it, two coats may be needed. Use a primer if one of the sponged colors is a deep tone.
Can you use KIlz one coat paint over wallpaper that has a slick border in it?
You can paint over wall paper. However it is recommended that you prime with an oil based primer. Kilz Original for example. Most wall papers use water based glues for adhesion. If you put a waterbased topcoat over the the wallpaper it could penetrate the wall paper and cause the glue to release. You can use a waterbased top coat such as Kilz Casual Colors over the top of the oil based primer.

Because the drum could rust through and release the chemicals, or be contacted by electricity and cause a fire...if you need to store toxic chemicals in a metal drum, you put a drum liner in first, and pour the chemicals into the liner. A drum liner is a very thick plastic bag.
When you replace the liner on your above ground pool can you cover up the holes for the return and skimmer and put the holes somewhere else on the pool wall?
Yes you can, it will void your warranty on the pool wall, but it can be done. Make a template from the existing skimmer hole so you can cut in the new hole. After the liner is removed simply duct tape a piece of galvanized sheet metal, paint the cut edges as to prevent rust, ofer the holes for the skimmer and return. Make sure the sheet metal is at least 6"-10" past the existing holes. The duct tape only holds the metal in place and protects the liner from sharp edges.
How can you get rid of wrinkles in a vinyl liner?
That's a lot easier to do BEFORE you put the water in the pool. If you've already put water in the pool, it will be difficult to do without tearing the liner. Water is a little over 8 pounds per gallon, so it really presses down on the liner.

I have personally experienced the damage you are talking about. I got too close my pool with my weeder and it put 5 holes along the side. I had to replace my entire pool walls and liner. I sugggest that you put white rocks or mulch around your pool, it helps to prevent this from happening. Good luck.

I believe that when chlorinated water splashes on the limestone, it will create a crossive environment that may be adverse to the metal wall.
