Most phones these days tend to get locked to the network they were provided with, and sometimes even locked to the particular SIM they were provided with. Obviously, even if it does work OK, the monthly SIM will still need to be cancelled if you don't wish to continue paying for it.
No if you buy the phone straight, with no service just the phone. But if you do that you gonna have to pay full price for the phone so depending on the type of phone it could be very expensive. If the net 10 phone is "unlocked" and the sim card fits. Usually the phone needs to be unlocked network wise not pin wise.
