In some states there is a window of time from birth to 1 year of age when a parent can leave a child at a safe shelter (fire department, hospital, police department) with no risk of prosecution. Other than that, if the parent abandons the child (including turning them over to Child Protective Services) without cause, they could be prosecuted for child abandonment. Check with your states Child Protective Department to see what your local laws are.

You need to contact your local council, speaking as a foster carer myself it take a long time but the rewards are well worth it. I would say fostering for a charity such as TACT is much better for the children then going with your council.

A judge can take the parental rights from your parents and admit you to foster care which mean the state has custody and is your guardian, if you for instance is abused or if you are homeless etc. Just being tired of living at home is not a reason for the court to accept the custody from your parents or take it from them. A parent who leave their child into foster care will have a hard time getting the child back. If you are abused in any way you can contact the Child Protective Service in your state and they will see what has to be done.

The parents contact the CPS and they take care of it and find a foster family or a group home depending on how old the child is. Parents parental rights are taken away. They have to pay child support to the state. If the parents are neglecting their child the CPS take the child and the same as above.
