No; leave it alone. At birth the foreskin tissues are not yet differentiated from the tissues of the head of the penis. If the foreskin causes a problem later on, the boy should be taken to his doctor. It is generally understood that an unretracted foreskin can be normal as late as puberty.

Fact is that no one but the child should retract the foreskin when that child feels ready. There is no need to worry about hygiene as the body looks after that without any intervention.
