no you cant you can if you ask the council if you are allowed but i doubt they will say yes

you have to be 16 to ride it on the road or if you go on private land you don't need to be 16

yes, you can ride a mini motor at twelve as long as its either on a local track field or your own property, you need a helmet on at all times though.

You could easily ride one because they are extremely under powered and slow at around 30 mph. They are also tiny and easy to handle and light so an 8 year old would have no problem riding one. But...
