Can you scale strokes in Adobe Illustrator? |

Absolutely, but you have to do a numeric scale, not a "drag" scale.
Click on the thing you want to scale then double-click the Scale tool in the tool palette. Toward the bottom of the dialog is a checkbox "scale strokes and fills." Click that and the strokes will scale.
