Can you shut off the cold water intake to hot water tank to stop a leak not in hot water tank?

Yes, but there still is all the water stored in the tank plus the water stored in the existing hot water lines throughout your home that will eventually leak out.
If you intend to install a hot water heater (HWH) yourself and you do not have valves to isolate the existing Plumbing then turn off your main water supply, drain the water from your home using the lowest level sink, then attach a hose to the bottom of the HWH and drain the tank. When you install the new HWH install new shutoff valves. (Hint: Check with your local city plumbing and see if an expansion tank is required.)

How do you find a water leak?
Water leaks can be tricky. If water is visible on a wall then it could be necessary to cut into the wall to find a leak. Listening in a very quiet house may allow you to hear a spraying leak. If a leak is suspected because of a high water bill, look at the water meter. The small dial moves when water runs. Shut off cut offs under the sinks and toilets and the water should stop running. Turn them on one at a time and watch until the meter tons again. There is your leak.
How do you determine a water leak in home?
So you opened your mail, and got the water bill is much higher than it is supposed to be. You have called the water company hoping it was a mistake, but they said it is not. Perhaps they send someone out to make sure the meter is working properly, but it is. You have not seen any sign of water around your house. You have not wasted three times your normal water usage filling the pool over and over again or watering your lawn non-stop, so what is happening? Check the toilets and sinks in your house, and if you can't find another cause for the increase, you may have a water leak. If the water company comes out, they will look at your meter, and they may tell you that a leak indicator on the top of the meter may be spinning away. this is a classic indication of a water leak and often a slab leak. There are several different type of slab leaks. The service line of your home runs from the water meter to the shut-off valve in your house. If you close the shut off valve in your house, the leak indicator on top of the water meter will continue to spin. If you have a leak in your home between the shut-off valve and and of the water fixtures in your house, when you close the shut-off valve, the leak indicator will stop also. If the leak is on the service line, there is still a chance, even if you don't see water in your yard, that the leak on the line could be outside of your slab. This is most likely in climates where freezing is an issue as service lines are often required to be 36-48 inches under ground, and that depth can allow even significant water loss to dissipate before reaching the surface. In areas where freezing is not a concern, lines are often run much closer to the surface, and leaks on the service line outside of your slab are more readily apparent. Never fear!! Once you realize that you have a leak, you know what the problem is and can get started on the path to getting it fixed.
How do you detect if it is a slab leak?
First, you need to determine if you have a leak anywhere in your home. Check to make sure that your faucets, toilets, showers, hoses, ice-makers etc are not using water. Once you have determined that nothing visible is leaking, look at the water meter. The leak Indicator is a small triangle or star on the face of the meter, and if it is moving, even slowly, you have a leak somewhere. If you turn of the shut-off valve (often near the ground in a closet or near the hot water heater) to close it, and the leak indicator stops, then the leak is on a supply line to a fixture in your home. The shut-off valve often appears to go nowhere. It comes out of the wall, an perhaps splits off prior to going straight back into the wall or slab floor. If the leak indicator does not stop when you close the shut-off valve, the leak is on the service line into your home, and may or may not be under your slab, but is definitely under the ground. Movement on the leak indicator usually means a good deal of water is leaking, and you should see water coming from a wall or perhaps out of the floor. If you have no visible water, and constant movement on the indicator, a slab leak is a good bet. A leak detection company can help you find it, and get it repaired. You may have a leak you dont know about. Check with the Water Utility - somtimes they will come out for free. Yep, they will. If you hear water and nothing is turned on, you have a leak. Shut off your water from inside your house (shut-off is located where your water line enters the house). If the whooshing goes away, the leak is inside your house somewhere. If it still makes the sound, the Water Utility will shut off the curb stop. If the whooshing stops, then the leak is between the curb stop and your main shut off (ie. there's a leak in your main service line coming into your house). In general, it will be your responsibility to make this repair as it is on your side of the curbstop. If the sound persists, it is coming from the public water main and Water /utility Crews will locate with a stethoscope and make the repair at no cost to you.
