It would not be recommended by a physician, but it would be highly irritating to the nasal mucosa especially at high doses, but a very small amount, certainly less than 25mg of a normal 100mg capsule is effective as a localized treatment of a sinus infection, but this should not be the only treatment. Even if you snort it to get a jump start on a specific sinus infection, you should follow up with a full run of at least 5 days of 2 capsules (100mg/each) daily to fairly treat it; for a more severe chronic sinusitis due to gram positive bacteria, up to 2 weeks of treatment may be necessary.

The truth is, doxycycline is quite well tolerated orally as a rinse and is readily absorbed through gum tissue. It has proven to be quite effective in treating gingivitis and a secondary benefit of this treatment is any sinusitis which may be related to tooth abscess or other gum infection. Since the sinuses and the teeth are integrated by proximity, a mouth swish with a 1 ounce water: 100mg doxycycline solution has less potential for irritation than snorting it.
