Can you still buy cannabis in Amsterdam in coffeeshops as a tourist or has the law recently changed?

Currently, yes, tourists are still free to buy all that Amsterdam coffee shops have to offer.
The laws in question are expected to come in to force at the start of 2012. They will require patrons of coffee shops to purchase an annual membership card. Each shop will only be allowed to issue 1500 cards per year.
In theory a tourist would be able to purchase such a card, but given the limited numbers, it would be difficult.
However it is not 100% certain that the laws will come in to effect. There are ongoing court cases to overturn such laws.

The name of the city changed when the Dutch colony was given to the English in exchange for the English colony of Suriname, which was given to the Dutch. (Suriname was considered more valuable at the time since it had the ideal conditions for sugarcane growth.) The length of usage for the name "New Amsterdam", though, was only 40 years.
