Can you sue your ex spouse if in the divorce decree it says the other party is responsible for paying some bills and he has not done so yet?

Answer

Yes.

A lawsuit is possible but the terms of the divorce in most states are not legally binding when it pertains to joint debt. The judge may not allow the dissolution terms to be used as grounds for recovering the debt unless the ex-spouse has already incurred out of pocket expenses connected with those debts.
