Yes. I actually have an "iPhone 4" Otterbox for my 4S. The only slight problem might be the small lack of coordination for the hole for the vibrator switch. This only will occur if purchasing an AT&T iPhone 4 case, but you still have access to the switch.

Probably not. It's extremely hard just switching from a reservist to active duty, I've heard guys that we're waiting more than 14 months to make the switch to active and are still on hold. My common sense tells me that if you still have usage available on your phone when your contract runs out, you'll be disconnected from service as soon the available time on your plan has exceeded. Unless your contract states a specified date of termination and you still have usage, you should read the rest of the contract to see if continuing use renews your contract or it make it simple and instead of asking here, call your service provider.
