The person may do so, but if they are stopped for a traffic infraction or other matter by authorities the warrant will appear when the person's identification/driver's license is checked.

Generally anyone with an outstanding warrant for any reason will be taken into custody and the state where the warrant was issued will be notified. The person will be held until that state's authorities decides what, if any action will be taken.

YES!!! The Dept of Homeland Security Customs and Border Service is fully hooked in to the NCIC System, and that has an updated daily section on Wants and Warrants by State and Name. If you go to cross the US-Canadian Border, the Canadians will catch you, most likely as the Child Support Warrants are treated as Criminal/Felony Warrants due to the amounts usually owed the Courts and Families (over $250 US). And YES, the Canadians are also hooked into a modified database associated with our NCIC that runs the names of all Americans entering Canada. In this day and age, expect it. Interpol has built such a system in Europe also. And those systems work both ways.

ALSO: The Canadian Governments (Federal and Provincial) take a collectively dim view of "Child Support Deadbeats". They are often referred to as "Cad Dads" in the Canadian Press. You do NOT want to have to await extradition in a Canadian jail as a "Cad Dad". They'll find things for you to do (and you will not like them) and make your life a very uncomfortable thing while awaiting extradition back home (if they decide to keep you instead of just walking you back across the street). Find someplace here in the States to go, like DisneyWorld or some such. And PAY THAT MONEY!!!

Nope. Canada will not allow you in if you have a criminal record, whether you have a warrant or not. If you had a felony 5 years ago and are not on probation, they still won't let you in.
