Almost, if not all Elemental Hero Fusions say "This card cannot be special summoned, except by Fusion Summon". This means the only way it can ever hit the field is by Fusion Summon.
Some monsters say "can only be special summoned by.." and this listed method is just for the initial summon from hand, if you do this properly, you are allowed to resummon them from the graveyard with cards like Monster Reborn. However, the 'except by' monsters are different, even if you properly special summon them, you still can't revive them from the graveyard like this.
Because of that, Elemental Hero fusions are not valid targets for Re-Fusion, as it does not 'Fusion Summon' them.
Monsters that have to be Special summoned will fall into one of two categories.
- "Can only be special summoned" monsters can only be special summoned initially by the listed method, while in hand or extra deck. However if you do this properly, and the monster is then destroyed or removed from the game, it can be resummoned with cards like Monster Reborn, etc.
There are often ways 'around' the special summon condition, such as Instant Fusion which summons a fusion monster without Fusion Summoning it, and therefore forbids it from being special summoned from the graveyard.
- "Cannot be special summoned except by" monsters can only ever be special summoned by the listed method, apart from a few very exceptional cases. So even if you properly special summon these, you cannot resummon them with Monster Reborn.
The vast majority of Elemental Hero Fusions fall into this latter category, so you will need to examine each one individually. Note that the Neospacian fusions such as 'Elementel HERO Flare Neos', fall into the former category and can be resummoned.
Fusion Monsters can only be Special Summoned from the Graveyard after it has been successfully Fusion Summoned onto the field first. If it was sent to the Graveyard via an effect such as Gale Dogra, it cannot be Special Summoned from the Graveyard.Once a Fusion Monster has been successfully Fusion Summoned, it becomes eligible to be Special Summoned from the Graveyard unless it is specifically forbidden from doing so either by its own effect or by another card's effect. As long as the 'Cyber Twin Dragon' was properly summoned initially, by Fusion Summon, and was then destroyed, then yes, you can resummon it from the graveyard with 'Call of the Haunted'. If the 'Cyber Twin Dragon' got to the graveyard by the following methods - sent from Extra Deck by 'Gale Dogra', special summoned but not Fusion Summoned by 'Cyber Stein', or had its Fusion Summon negated, then it cannot be special summoned from the graveyard.
