No, not unless you know how to set the APN in the Settings:
Settings>Wireless & Networks>Mobile Networks>Access Point Names
Try Straight Talk instead, they have cheap prepaid plans as well, & great coverage using AT&T & T-Mobile networks. This is their APN Settings:

When you are getting any sort of mobile prepayed phone it is usually the case that it will only take a card for that specific provider. Like Virgin Mobile only takes their own cards and AT&T Prepayed only takes their own cards as well. But there are a few places, like walmart for instance, that do provide universal cards that work with any prepayed mobile provider out there like alltel, at&t, virginmobile, verizon, tmobile, tracfone, etc. These universal cards MIGHT also be at radioshack considering radioshacks have a pretty wide variety of cell phone and pre payed phone cards and what not.

If you have used TMobile in the past, you can unlock your HTC Touch Pro2 by calling Tmobile. Alternatively, you can purchase unlocking software on websites such as eBay which will allow the unlocked phone to work with an AT&T sim card.

The C4 sim card shows that ATT is the carrier for that certain phone. The T5 sim card shows that T-Mobile is the carrier for that phone. Tracfone borrows from other carriers to provide their service. If the tracfone has a C4 sim card then there will be a P4 at the end of the model number. If the tracfone has a T5 sim card then there will be a P5 at the end of the model number.

The TracFone / NET10 SIM Card is very unique. It can only be used in a phone sold by TracFone or NET10. Once a phone is activated the SIM Card is tied to the Serial Number of the phone. It can not be removed and placed in a different TracFone or NET10 phone. It has to stay with the phone it was originally activated in. The units/minutes are not stored on the SIM Card they are stored in the phone itself. The TracFone / NET10 SIM Card can not be used in any other GSM technology phone. TracFone and NET10 both have an elaborate database of all the phones they have ever sold in it. You can not activate a phone unless the Serial Number is in their database. If you purchase a phone that has not been properly scanned by a retailer you will not be able to activate it.=You can not change the SIM Card and activate a TracFone on the NET10 website and you can not change the SIM Card and activate a NET10 phone on the TracFone website.
