No. iPads cannot use any external storage, other than iCloud.
Since its a passive adapter it only supports single link. Dual-Mode DisplayPorts are designed to transmit a single-link DVI or HDMI 1.2/1.4 protocol across the interface through the use of an external passive adapter that selects the desired signal and converts the electrical signaling from LVDS to TMDS. Dual-link DVI requires powered ACTIVE adapters to convert the protocol and signal levels.

No. There is no port on the Nintendo DS that supports the wireless adapter. Therefore, communicating with the Gameboy Advanced SP is impossible. You may argue that the DS itself has wireless capability and should link up without the adapter, but no. Games which use the wireless adapter in the SP cannot work with the DS (even in slot 2) wireless network. Try it. It simply asks you to insert the wireless adapter. And you can't do that on the DS.
The iPad does not have a infrared transmitter. You can use the Logitech Harmony Link to connect to your iPad and then control your Dish Network receiver.
