No you use special flour from Tibet which is high in the mountains and you have to ride a buffalo there to get it

You can use plain flour but then you have to add baking powder, I think you add about 1/2 a tsp.

Yes.

You can use bread flour to make a pie crust if it's the only flour you have. The pie crust will be a little heavier and more coarse than if pastry flour is used, but it's still flour and will work for making pie crust.

Be sure the recipe you are using has some sort of leavening (a rising agent such as yeast or baking powder) as an ingredient and does not call for Self-Rising flour.
